CAREC Training Workshop on Time Release Study
CAREC and the World Customs Organization (WCO) organized the regional training workshop on Time Release Study (TRS), a WCO method of providing a snapshot of the effectiveness of customs administrative procedures, allowing customs authorities to identify bottlenecks and design reforms.
Participants included representatives from customs administrations of Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan, and Uzbekistan.
TRS informs the design of investments at border-crossing points, helps interpret trade-related data compiled by national single-window facilities, and provides a useful point of reference in analyzing CAREC Corridor Performance Measurement and Monitoring (CPMM) data submissions and reports.
A WCO representative discussed the experience of Japan and other countries in using the TRS, and participants were briefed on how to use it.
