Workshop on Revised Kyoto Convention Awareness and Self-Assessment Tools

ADB, in partnership with the World Customs Organization (WCO) and Turkmenistan Ministry of Economy and Development, organized a 5-day workshop on the Revised Kyoto Convention (RKC) Awareness and Self-Assessment Tools.

The workshop raised awareness of RKC-related issues; helped stakeholders conduct self-assessment; and identified compliance gaps in Turkmenistan’s legal, regulatory, and operational frameworks relating to trade facilitation as compared with the RKC provisions.

Two WCO experts facilitated the discussions on the RKC structure and benefits, rights and obligations of contracting parties, accession process, key provisions of the General Annex and certain Specific Annexes to the RKC, and self-assessment tools.

Turkmenistan’s amendment of its Customs Code in 2010, which followed many RKC principles, resulted in positive self-assessment outcomes. Gaps were identified during the breakout sessions and a plan of action to complete the accession process was drafted to be presented to higher management.

Participants included representatives from State Customs Service, Ministry of Economy and Development, Ministry of Justice, Ministry of Agriculture and Water Resources, Ministry of Health and Medical Industry, Ministry of Trade and Foreign Economic Relations, the Parliament, and research institutions.
