National Workshop on Revised Kyoto Convention Gap Analysis for Customs Modernization
ADB, in partnership with the World Customs Organization (WCO) and Ministry of Economy, organized a 2-day workshop on the Revised Kyoto Convention (RKC) Gap Analysis for Customs Modernization. ADB first conducted a workshop on the RKC in 2014 but recent development in Kyrgyz Republic’s customs laws necessitated a second workshop focusing on gap analysis.
The workshop (i) assisted key government officials in examining each of the RKC provisions with the objective of determining whether national legislation is already compliant, (ii) helped the participants identify the gaps in legislation and the requirements to comply with and accede to the RKC, (iii) and identified more specific technical assistance that the Kyrgyz Republic needs to complete the accession process.
Kyrgyz Republic is in a good position for accession to the RKC with the minimum requirements for accession, and its administration expressed commitment for early accession. Due to the need to align the Kyrgyz Customs Code with the Eurasian Economic Union, the RKC accession process could be facilitated.
Out of the 21 government officials who attended the workshop, 11 are officers from the State Customs Services. A resource person from the WCO facilitated the workshop.
