Second Technical Consultation on Quadrilateral Traffic in Transit Agreement

ADB and the CAREC Institute facilitated a second consultation workshop to enhance transit traffic operations between the People’s Republic of China, Kazakhstan, Kyrgyz Republic, and Pakistan through the rebooting of the Quadrilateral Traffic in Transit Agreement (QTTA).

The QTTA was signed in 1995 but has remained dormant, partly due to the submergence of the Karakoram Highway (KKH), which forms part of CAREC Corridor 5b, due to landslides.

In view of the reopening of the KKH on 2 September and the recent accession of Pakistan to the TIR Convention, participants decided on concrete actions to further improve infrastructure, streamline border crossing procedures, and improve awareness of the QTTA among the private sector.

Tajikistan joined the meeting as an observer.
