Regional Workshop on Cross-border Digital Trade for CAREC Countries
ADB and Korea Customs Service (KCS) co-organized the Regional Workshop on Cross-Border Digital Trade for CAREC Countries on 12-14 November in Seoul, South Korea. It was attended by over 20 customs and trade officials of the CAREC countries, official experts from KCS, ADB, and the United Nations Economic and Social Commission for Asia and the Pacific.
The workshop sessions highlighted the synergy of risk management, authorized economic operators, and pre-arrival processing, recognizing the changes in global supply chain requisites, the significant surge in e-commerce movement, and digital trade. It underscored that CAREC countries, as landlocked countries, would significantly benefit from paperless trade as electronic information can be received and processed in advance before the arrival of the goods at the border, enabling faster clearance.
The workshop emphasized the importance of enabling paperless trade and the cross-border recognition of electronic data and documents for inclusive and sustainable intraregional trade facilitation, as well as aligning procedures with regional arrangements such as the United Nations Framework Agreement on Facilitation of Cross-Border Paperless Trade in Asia and the Pacific. At the breakout session, CAREC officials shared their data-sharing mechanisms and the current gaps in collaboration between customs and partner government agencies.
CAREC officials joined the tour of the Express Cargo Clearance Center facility at Incheon Airport of Korea Customs Service (KCS). KCS presented its express cargo clearance process, trends of express cargo imports, and the automatic sorting system process. Digital trade promotion is a long-term priority for CAREC members under the CAREC Customs Cooperation Committee and the CAREC Integrated Trade Agenda 2030.
