Low-Cost Carrier Opportunities, Air Transport Liberalization, and Post-Pandemic Recovery in CAREC

Rapid growth of low-cost carriers (LCC) over the remainder of this decade is critical for the Central Asia Regional Economic Cooperation (CAREC) Program to achieve aspirations to improve connectivity—within the region and outside—and grow tourism. Several CAREC countries have adopted more liberal aviation policies over the last several years, facilitating the recent wave of LCC growth. However, the principal finding of this study shows that further liberalization is needed for further growth and for LCCs to reach their full potential in the CAREC region.
