Energy Emergency Recovery Assistance Project

Summary

The project consists of the following parts: A. Rehabilitation of the electricity, gas, and heat transmission systems

  • Installation of an odorizing system to detect gas leaks in the gas network,
  • rehabilitation of the gas transmission system,
  • rehabilitation of the electrical transmission system,
  • provision of low sulfur residual fuel oil to the Dushanbe combined heat and power plant,
  • rehabilitation of heat-supply systems in Khujand city, and
  • restoration of coal-based heat-supply systems at selected settlements.
B. Project management, capacity building, and support implementation of Energy Emergency Mitigation Action Plan (EEMAP)
  • Strengthening Tajikistan's capacity for project management, monitoring and evaluation, including environmental management and safety, procurement, disbursement and financial management activities; and
  • support implementation of medium-term actions under EEMAP for electricity and gas systems.
C. Provision of energy resources
  • Provision of power to areas in the Barki Tajik not connected to the Tajikistan grid and
  • provision of power in the Barki Tajik from Sangtuda-1 power plant.

Expected Outcome

The project will urgently increase the amount and reliability of the national energy supply, especially in the winter season, by supporting the implementation of Tajikistan's Energy Emergency Mitigation Action Plan (EEMAP).

Expected Outputs

  • Electricity, gas, and heat transmission systems rehabilitated.
  • Project management, capacity building, and support implementation of EEMAP delivered.
  • Power provided to areas in the Barki Tajik not connected to the Tajikistan grid, and in the Barki Tajik from Sangtuda-1 power plan.
