Capacity Building for Road Sector Institutions

Summary

The objective of the technical assistance (TA) is to upgrade the road database management and the quality control of road works in Afghanistan.

Expected Outcome

The expected outcome of the TA was (i) Ministry of Public Works’ (MPW) strengthened capacity to develop a road database, carry out road surveys, and operate a material testing laboratory equipped with appropriate testing equipment and quality control of road works; (ii) MPW's strengthened financial management of road projects; and (iii) best practices implemented through technical audits of road construction projects.

Expected Outputs

The expected TA outputs were (i) curricula for road database management and quality control for road works to be provided in road construction department (RCD) of Kabul Polytechnic University (KPU); (ii) training courses for road database management and quality control for road works in the MPW retraining scheme, and also for faculty members of RCD of KPU; (iii) upgraded testing equipment in the material testing laboratory, the quality control and database management unit of the Survey and Design Department (SDD) in MPW and RCD of KPU; (iv) improved financial management systems and procedures including financial management manuals, and (v) improved construction practices through technical audit manuals and methodologies.
