10th CAREC Federation of Carrier and Forwarder Associations (CFCFA) Annual Meeting

Senior-level officials from CAREC Federation of Carrier and Forwarder Associations (CFCFA) member associations, responsible for the network of logistics and freight forwarder companies across the CAREC region, joined the meeting.

Participants considered and agreed on a unified work plan for 2019–2021, including areas of potential collaboration with CAREC customs administrations.

The meeting was also attended by 20 enterprise members from Afghanistan, the People’s Republic of China, Kazakhstan, and Uzbekistan, who actively contribute in the implementation of CFCFA projects and initiatives.

Lin Zhong, CFCFA chairperson, and Ying Qian, director, Public Management, Financial Sector and Regional Cooperation Division, East Asia Department, Asian Development Bank (ADB), chaired the meeting.

Zhong presented overall progress of CFCFA activities since it last met in Ashgabat, Turkmenistan in September 2018. He also proposed the 2019–2021 CFCFA work plan, detailing how it contributes to the broader CAREC Integrated Trade Agenda 2030. Active discussion yielded substantive inputs to the work plan from association members.

Preliminary findings of the latest CAREC Corridor Performance Measurement and Monitoring (CPMM) Annual Report were presented, emphasizing the contributions of CFCFA members, who collect shipment-level data through their network of companies and drivers.

Data from the national transport associations help identify trade impediments along the six CAREC corridors which, in turn, help better target project and infrastructure investments throughout the CAREC region. National associations were requested to validate country-level results and identify issues from the private sector perspective.

CFCFA members also deliberated on potential areas of collaboration with customs administrations, for further discussion at a joint meeting with the CAREC Customs Cooperation Committee on 21 June 2019. The CFCFA Executive Board Meeting was held after the general assembly.

ADB also organized a site visit to logistics centers and container terminals in Tashkent for CFCFA members.
