Emergency Infrastructure Rehabilitation and Reconstruction Project

Summary

The project has four components: A. Road Infrastructure

  • Repair and rehabilitation of the 392-kilometer (km) section of Afghanistan’s Ring Road from Pul-e-Khumri through Naibabad, Mazar-e- Sharif, and Sheberghan to Andkhoy;
  • repair and rehabilitation of a 55 km link to the Uzbekistan border from Naibabad to Hairatan; and
  • provision of consulting services for design review, supervision of civil work contracts, project management, and enhancing the maintenance capacity of the Ministry of Public Works.
B. Power Infrastructure
  • Rehabilitation and reconstruction of damaged transmission lines and substations in the northern provinces, involving construction of a 220-kilovolt (kV) power line from Hairatan at the Uzbekistan border through Naibabad to Pul-e-Khumri, construction of a 110 kV line from Naibabad to Mazar-e-Sharif, and construction of substations in Khulm and Pul-e-Khumri;
  • rehabilitation and reconstruction of the Kabul distribution system; and
  • provision of consulting services for project management and training.
C. Gas Infrastructure
  • Provision of two mobile rigs to carry out work-over activities for 12 gas wells;
  • provision of two complete well wire line units to carry out down-hole flow tests;
  • supply and installation of one skid-mounted gas sweetening plant;
  • provision of two containerized gas production testing laboratories;
  • repair and reconstruction of corroded gas transmission lines, including pigging facilities and condensate disposal;
  • repair and reconstruction of corroded gas distribution lines, including installation of city gate stations;
  • provision of a cathodic protection system for corrosion mitigation of transmission and distribution pipelines;
  • provision of chemicals, tools, equipment, spare parts, instrumentation, piping and assemblies, and vehicles;
  • provision of consulting services for design, engineering, contract management, and construction supervision;
  • provision of contracting services for gas well rehabilitation, repairs, and reconstruction of gas transmission and distribution facilities; and
  • institutional strengthening and training of the Ministry of Mines and Industries and Afghan Gas.
D. Irrigation Infrastructure
  • Provision of implementation support for the Ministry of Irrigation, Water Resources, and Environment (MIWRE) Balkh Province regional offices;
  • improvement of implementation capacity of MIWRE; and
  • rehabilitation of irrigation structures in Balkh Province.

Expected Outcome

The project will help the government rehabilitate and reconstruct key transport and energy infrastructure damaged during two decades of conflict and neglect, anchored Afghanistan's National Development Framework.
