Fourth Joint Meeting of the CAREC Customs Cooperation Committee and CAREC Federation of Carriers and Forwarder Associations

The meeting was co-chaired by Turkmenistan State Customs Service Deputy Chairman Dovlet Bayryyev, CAREC Federation of Carriers and Forwarder Associations (CFCFA) Chairman Lin Zhong, and Asian Development Bank (ADB) Public Management, Financial Sector and Regional Cooperation Division Director Ying Qian.

Heads and senior customs officials, as well as member associations of the CFCA, representing the 11 CAREC member countries attended the meeting.

CFCFA Chairman Zhong briefed on the latest progress of the organization’s programs and activities in the previous year, its major accomplishments, and plans of action. He also presented on the potential role of CFCFA in the implementation of the CAREC Integrated Trade Agenda 2030 and the Rolling Strategic Action Plan 2018–2020.

He also addressed means to strengthen the cooperation to meet the requirements of the Customs Cooperation Committee’s (CCC) Five Priority Areas.

ADB Director Qian shared the key findings of the Corridor Performance Measurement and Monitoring (CPMM) Report for 2017, identifying bottlenecks and problematic border crossing points (BCPs), as well as procedures that cause serious delays. He pointed out that CPMM recommendations feed into the strategic action plans of CAREC to achieve more rapid targeted results.

Through a joint dialogue, members of the CCC and CFCFA had the opportunity to discuss cross-cutting issues including (i) utility of CPMM results as tool for improving border management, (ii) development of CFCFA standards to benefit both customs and freight forwarders, and (iii) strengthened customs to business dialogue mechanisms.

Participants also deliberated on the proposed deliverables for the 17th Ministerial Conference on CAREC in November in Ashgabat.
