Why a Midterm Review?

Endorsed by the Sixth Ministerial Conference in 2007 and funded by an ADB regional technical assistance in 2008, the CAREC Transport and Trade Facilitation Strategy aims to develop an efficient transport network that will integrate the CAREC region internally and with the rest of the world. The Strategy, which has to identify six transport corridors, is being implemented over a 10-year period until 2017.

Most progress has been made in constructing and rehabilitating the transport infrastructure along the six CAREC corridors in the first half of the implementation period. Thus, the 10th Ministerial Conference in 2011 called for the midterm review during 2012-2013 to refine the Strategy for effective implementation in the remaining second half. In addition to the continued efforts to build and improve physical transport infrastructure, the review will also address a number of development issues in the transport sector. These issues are
(i) connectivity, (ii) sustainability, (iii) road safety, and (iv) delays in cross-border movements.

The review is expected to contribute in expanding trade among CAREC countries, and between CAREC countries and the rest of the world.

  • Nov 2012: Consultation missions to CAREC countries
  • Dec 2012: Review of corridor performance measurement and monitoring reports
  • February 2013: Draft stock-take on the implementation progress of the strategy
  • March 2013: Complete a comprehensive report on the strategy's implementation results
  • Jun 2013: Complete draft of the updated strategy
  • Oct 2013: Finalize updated strategy
