CAREC: Practical and Pragmatic Project Implementation

The senior officials' meeting (SOM) is the operational-level mechanism of CAREC. It ensures effective implementation of the policy decisions made by the ministerial conference. Its main responsibilities include

  • reviewing and articulating emerging operational issues, and proposing recommendations for consideration and/or decision by the ministerial conference;
  • assessing regional, cross-sectoral, and other operational issues, and proposing recommendations for consideration and/or decision by the ministerial conference;
  • preparing for the meetings of the ministerial conference; and
  • other responsibilities as authorized by the ministerial conference.

Given the scope and nature of the responsibilities of the SOM, it is made up of senior-level officials from the relevant agency in charge of overall planning or finance. It is preferable for officials to serve on a permanent basis to ensure continuity in approach.

Multilateral institution partners also participate in the SOM, especially those who act as lead organizations in CAREC's different sectors. Observers may be invited to particular meetings, subject to agreement by the participants.

The SOM is convened at least twice a year to prepare for the annual CAREC ministerial-level conference, and to prepare for meetings on regional, cross-sector, and other relevant operational issues.

The SOM reports to and informs the ministerial conference.
