Xinjiang Regional Road Improvement Project (Korla-Kuqa Section)

Summary:The project improves the East–West road transport corridor in Xinjiang Uygur Autonomous Region, as well as the local road network and road connection to neighboring countries. It includes 
  • upgrading the 296.5-kilometer (km) Korla–Kuqa section of the existing two-lane class II G314 national highway to a four-lane access-controlled tolled expressway;
  • rehabilitating three priority local roads totaling 193 km in Kuqa and Qiemo counties to class III or IV that will provide access to remote and poorer areas of Xinjiang;
  • improving operational efficiency of freight terminals in Urumqi by introducing a web-based transport logistics system;
  • improving rural transport services by pilot testing of bus route licensing reforms in Kuqa county;
  • improving road safety through (a) conducting a safety audit for the project roads, (b) developing an action plan to ensure safe operation of the expressway, (c) installing modern traffic safety devices along the project roads, (d) increasing public awareness through training, and (e) providing a traffic surveillance monitoring system for ensuring road safety during winter and for controlling speeds on the project expressway; and
  • enhancing Xinjiang Communications Department capacity through the provision of consulting services, equipment, and training.
Expected Outcome:The project will help develop a more efficient national and regional transport system that supports sustainable economic growth in Xinjiang Uygur Autonomous Region. It will improve the transport capacity and safety of the regional road corridor and the local roads in the southern part of the region.
Expected Outputs:
  • Improved G314 national highway and related facilities;
  • improved local roads in Kuga and Qiemo counties;
  • improved operational efficiency of freight terminals in Urumqi;
  • improved rural transport services in Kuga county; and
  • improved road safety; and
  • strengthened capacity of Xinjiang Communications Department.
