Summary:Project 1 of the investment program is composed of
  • construction of about 67-kilometer (km), double-circuit, 220-kilovolt (kV) transmission line of the North East Power System (NEPS) that will link the cities of Kunduz and Talogan;
  • development and reconstruction of the 20 kV network and rehabilitation of low-voltage networks of the NEPS distribution network in Kunduz;
  • development and reconstruction of the 20 kV network and rehabilitation of low-voltage networks of the NEPS distribution network in Baghlan;
  • development of a small 2.1-megawatt (MW) hydropower plant on the Warduj River near Baharak in Badakhshan Province, and the development of a mini-grid to service Baharak and Jurm districts;
  • rehabilitation of gas wells to extract domestic gas to power future gas-fired power generation at Sheberghan;
  • development of mini hydropower plants with an aggregate installed capacity of 2 MW, in Badakhshan and Bamyan provinces;
  • consulting services for NEPS 220 kV system operation and maintenance;
  • consulting services to strengthen project management capacity of executing agencies, to support a program management office, and to establish a management information system; and
  • preparation of due diligence work to support projects evaluated for subsequent tranches.
Expected Outcome:Project 1 will promote economic development and poverty reduction in the northern and eastern areas of Afghanistan by ensuring sustainable and reliable electricity supply.
Expected Outputs:
  • New 220 kV transmission line of the North East Power System (NEPS) linking the cities of Kunduz and Talogan constructed;
  • 20 kV network developed and reconstructed, and low-voltage networks of the NEPS distribution network rehabilitated in Kunduz;
  • 20 kV network developed and reconstructed and low-voltage networks of the NEPS distribution network rehabilitated in Baghlan;
  • small 2.1 MW hydropower plant in Badakhshan Province and mini-grid to service Baharak and Jurm districts developed;
  • gas wells at Sheberghan rehabilitated;
  • mini 2 MW hydropower plants in Badakhshan and Bamyan provinces developed;
  • consulting services for NEPS 220 kV system operation and maintenance rendered;
  • project management capacity of executing agencies strengthened, and program management office and management information system established; and
  • due diligence for future tranches prepared.
