Facilitating Development of the Railway Sector

Summary:The technical assistance (TA) was attached to Loan 1773-UZB: Railway Modernization Project, ADB's second loan to the executing agency Uzbekistan Railways (UTY). The Government of Uzbekistan requested the TA to aid in the development of UTY and to mitigate potential negative impacts of institutional and policy reforms under the loan project.
Expected Outcome:The main objective of the TA was to undertake a study and prepare a strategy for the development of the railway sector to fulfill the goals of (i) economic development and poverty reduction, and (ii) institutional strengthening of UTY to improve the effectiveness and efficiency of the railway system.
Expected Outputs:The scope of the TA included four components:
  • preparation of a railway sector study, including a master plan and financial analysis;
  • provision of assistance to operationalize the Small Business Fund;
  • assistance in development and marketing of railway services for tourists; and
  • a study on the adverse effects of soil salinity on railway infrastructure, and proposing mitigation measures.
